Abstract

This study proposes a performance-based framework that integrates arc-flash hazard reduction and electrical reliability improvement into a single measurable objective for brownfield industrial plants. The framework evaluates combined safety and reliability effectiveness through six capabilities: baseline assessment, target setting and benchmarking, protection and mitigation engineering, reliability-centered intervention, verification and performance measurement, and performance-based mitigation maturity. Survey data from 156 valid respondents were analyzed using descriptive statistics, Cronbach’s alpha, Pearson correlation, multiple regression, a maturity index, and a capability priority matrix. All capabilities received high ratings, with strong internal consistency and significant positive correlations. The regression model explained 75.8% of the variance in combined effectiveness, with performance-based mitigation maturity emerging as the strongest predictor. The findings demonstrate that electrical safety and reliability improve most effectively when plants establish baselines, define measurable targets, implement coordinated interventions, and verify outcomes through a continuous performance management process.
